WW Simplification 2026: Faster Assistance for Seasonal Workers in Greenhouses

From July 2026, simplified WW rules will apply. For seasonal workers in greenhouses and transport companies along the N213, this means faster payments and greater scope to earn additional income. What exactly will change?

Imagine an employee at a large greenhouse complex along the N213 losing their job after the peak season. How quickly will they receive their first WW payment into their account? From 1 July 2026, the Unemployment Insurance Act (Werkloosheidswet) will undergo significant changes. Reduced paperwork, faster payments and greater scope to earn additional income are central to the reforms.

Faster initial payment prevents hardship for greenhouse workers

Through direct linkage with payroll systems, the UWV will henceforth pay the first benefit within two weeks. Previously, this took four to eight weeks. This makes a substantial difference for individuals in horticulture who frequently work under short-term contracts.

Daily wage calculation simplified

The daily wage will be based on the average of the last twelve months. Holiday allowance is included as standard, one-off bonuses are spread out and the maximum daily wage rises to € 287.50. The separate, complex calculation for seasonal workers in greenhouses will be discontinued.

Earnings disregard rules relaxed

Up to forty per cent of previous earnings may be supplemented without the entire benefit being withdrawn. Only the amount above this threshold will be deducted. This measure particularly benefits part-time workers in the Westland logistics and transport sector.

Adjusted job-search obligation for older employees

Those over sixty who have worked for at least thirty years need to apply for jobs less frequently. Greater emphasis will be placed on coaching and retraining. The UWV will draw up a personalised plan together with the employee.

What remains unchanged?

The duration of WW benefits continues to depend on employment history: three to twenty-four months. The test for culpable unemployment remains in place. In cases of summary dismissal (ontslag op staande voet), the Rechtbank Den Haag retains jurisdiction to rule on the matter.

Practical steps for employees
